There is a reason publicly traded companies must release accurate quarterly financial reports:  Investors have the right to that information and can make choices based on these reports and monitor and assess a company's performance.  In Bill S-217, Senator Hugh Segal makes the case that Canadian taxpayers have the same right with respect to their federal government.

Policy Suite Renewal and you

Upon implementation of the Office of the Comptroller General Financial Management Policy Suite Renewal Initiative, managers and employees will need to be aware of the requirements contained in the new policy instruments and comply with them in conducting their every day business activities.  Are you prepared?  For some practical insight, join us and learn about the work, currently under way at PWGSC, aimed at ensuring continued alignment and compliance with government policy once the new instruments become effective.

Digitization – Paperless and efficient

This presentation will show, through the use of customer stories and demonstrations, the automation of the Invoice Approval Process within an organization.  We will show how incoming supplier invoices are digitized, how the information necessary to process them is automatically extracted and matched to the appropriate Purchase Orders, then automatically routed, controlled and monitored through a structured Approval Process and finally electronically signed and forwarded to the Payment Process.

Expenditure Management System (EMS): the nature of the beast

The federal government’s Expenditure Management System operates in an ever-changing environment.  Those who make the system function must deal not only with economic and fiscal pressures, but with key players that change and whose priorities shift and often compete.  Mike Joyce, will provide his perspective on how EMS has adapted and evolved over the years as well as an assessment of issues facing departments and central agencies as they enter EMS’s most recent incarnation.

The Expenditure Management System (EMS) is the framework for identification and implementation of the Government's spending plans and priorities. TBS, in collaboration with PCO and other stakeholders have recently undertaken a fundamental reassessment of the expenditure planning, budgeting and decision making process of the government of Canada. This discussion panel will provide different perspectives - from departmental to central agencies - on the renewal of the Expenditure Management System.

EMS - Strategic Reviews

An important element of the new Expenditure Management System is the review of departmental spending to determine whether programs are achieving their intended results, are efficiently managed and are aligned with the Government's priorities. The first of these reviews are underway. Wilma Vreeswijk will outline the overall process for the reviews, addressing roles and responsibilities, the mechanics of the reviews and the timelines and providing her assessment of the lessons learned to date.

Event 3 -3 Enterprise Management

Enterprise Management in the Government of Canada

Enterprise Management (EM) is becoming a government focus as we seek to manage resources holistically to achieve strategic results.   This session will explore the Government of Canada’s (GC) move in the direction of Enterprise Management.

The Central Agency perspective will address EM as a concept and how that concept is being approached from a GC basis.  The discussion will include insight into where the GC is going and what path will be taken to get to the level of EM that is envisioned.  The Office of the Comptroller General will also discuss the implications of EM within the CFO function.

PWGSC will discuss their role in enabling Enterprise Management for all departments.

The role of the departmental Chief Financial Officers (CFO) / Senior Financial Officers (SFO) / Senior Full-Time Financial Officers (SFFO) is now much more prominent due to the increased expectations for accountability and transparency. This session provides an opportunity to hear two perspectives on the challenges and expectations facing CFO’s in today’s world, including the changing dynamics of the interface with parliamentary committees.

Event 3-5 FMI Workshop

Combining the Audited Financial Statements, Holistic Opinion and Statement of Internal Control

In this workshop you will learn more about the requirements for audited departmental financial statements and the Statement on Internal Control and how a key requirement of the Internal Audit Policy can be addressed in a coordinated approach that will help achieve an efficient and effective implementation of each requirement.

Also you will find out the approach taken by Health Canada's to implement an internal control framework for financial reporting as well as, lessons learned. Workshop participants will work through a case study focused on internal control processes, find out about what is needed for a holistic opinion and participate in a panel discussion.

The Policy on Internal Audit requires the Chief Audit Executive to provide annual holistic opinions to deputy heads and audit committees on the effectiveness and adequacy of risk management, control and governance processes in their departments, as well as, reporting on individual risk-based audits. The renewed financial management policies are expected to include requirements that senior departmental officials, including the CFO approve and sign-off on statements of internal control.
