Competencies, we all hear about them, but has anything been done with competencies in the real world. The Office of the Comptroller General (OCG) of Canada has developed a professional development apprenticeship program based entirely on competencies. After receiving approval as a non-traditional training office for Chartered Accountant students, the OCG used competencies for all aspects of the program, from recruitment to promotion.
Using lessons learned from this program, the OCG will be introducing more competency-based learning opportunities within their ranks, particularly for CGA and CMA students to facilitate their learning process. This seminar will be of interest to those who are interested in learning more about the development competency-based programs. The federal model will be reviewed, including links between competencies and levels of proficiency in tasks and assignments.
Norma Hubley, CA is the Senior Director, Transformation Management, Capacity Building and Community Development Sector with the Office of the Comptroller General of Canada. She graduated from Carleton University with an Honours Bachelor of Commerce degree in 1975 and became a Chartered Accountant in 1977. Since 1977 Mrs. Hubley has worked in the Federal Public Service and has held a number of positions in seven federal government departments with increasing and varied responsibilities. Mrs. Hubley has worked in areas of financial management including financial systems development, financial planning and resource management, financial and accounting policy and corporate accounting. While working with Agriculture and Agri-food Canada Mrs. Hubley was responsible for the development and management of the financial community.
During her tenure with the Office of the Comptroller General, Norma has had responsibility for post secondary external recruitment through FORD/IARD. She has also had responsibility for the development programs required to position the Financial Management workforce for the challenges surrounding the implementation of the Chief Financial Officer. Mrs. Hubley is also spearheading the CICA training initiative for the Federal Government.
