Doug Lloyd, Executive Director, Financial Systems Authority, Office of the Comptroller General

Doug is the financial system authority for the government of Canada. He is responsible for developing and setting financial business processes for the government, as well as establishing policies on the stewardship of financial management systems (both automated and manual). His team is also responsible for a community building and capacity development regime for finance personnel in the government, as well as operating a centre of expertise for aspects of finance.

Prior to this, Doug was on exchange from the private sector and was responsible for managing and troubleshooting major crown projects for Treasury Board Secretariat, Public Works and Government Services Canada and Human Resources Development Canada. He won two distinction awards from the industry for project management at this time.

From 1983, when he left the military, until 2005, Doug was the President and CEO of a private sector niche management consulting company offering strategic advice, major crown project management, and international consulting. The company enjoyed steady year-over-year growth in revenues, profits and employees.

Doug is also the trustee for the Bay Ward in Ottawa Carleton representing his constituents on the Ottawa-Carleton District School Board (5,000 employees and $¾ Billion dollar budget), where he is the chair of the HR Committee, and Audit Committee. He is also the Vice-president of the Ottawa Student Transportation Authority, the provincial Crown Corporation responsible for all yellow school busses in Ottawa-Carleton.

Doug has an MBA from the University of Ottawa with a concentration in Finance and Accounting, and is CMC and PMP certified. He is in process of completing a PhD in Public Administration specialising in building high performing teams using intergenerational techniques. A subject he lectures on frequently to universities, colleges and professional associations.

Tim Beauchamp, CMA, Director, Public Sector Accounting Board (PSAB), Canadian Institute of Chartered Accountants (CICA)

Mr. Tim Beauchamp is the Director of the Public Sector Accounting Board (PSAB) of Canada and he has been directly involved in standard setting for the public sector for over 20 years. He joined the staff of PSAB after working more than 7 years in the public sector with responsibilities that included accounting, budgeting and debt management. He is responsible for the strategic and operating plans of PSAB and reporting its performance to the Accounting Standards Oversight Council. Mr. Beauchamp provides advice and oversight to the PSAB and staff on technical projects and administers staff activities. He serves as a special advisor on various public sector financial reporting related committees. He also authored the research report “Accounting for Infrastructure in the Public Sector” and he is a recognized seminar leader speaker.

Johanne Gélinas, Partner, Corporate Responsibility and Sustainability, Deloitte


Having joined Deloitte in February 2007, Johanne Gélinas leads the Montreal office’s Corporate Responsibility and Sustainability group. This group helps Canadian businesses to stay a step ahead and adopt a proactive approach to managing environmental and sustainability issues.

She has developed sustainable development strategies for her clients base, which includes many public corporations, and has carried out several internal and external environmental performance audits in both the public and private sectors.

Ms. Gélinas has enjoyed a brilliant career in public service, concentrating on issues related to the environment and sustainability. She was Canada’s Commissioner of the Environment and Sustainable Development from 2000 to 2007.  Over that period, she conducted more than 60 environmental performance audits and audited the implementation of sustainable development strategies of public corporations and federal departments.

During this time frame, she also served as the Chairperson for the working Group on Environmental Auditing of the International Organization of Supreme Audit Institutions (INTOSAI), which brings together to auditor general offices of over 180 countries. She also advised the Auditor General of Quebec on the creation of a position of commissioner of the environment and sustainable development and on the implementation of an environmental audit program.

Prior to that, Ms. Gélinas served 10 years as the Commissioner of Quebec’s bureau of public hearings on the environment (BAPE) and, from 1995 to 2000, she was a member on the National Round Table on the Economy and the Environment, for which she chaired the Task Force on Sustainable Transportation.  She also assisted the Canadian Pulp and Paper Association to devise its climate change strategy.

In addition to her practice at Deloitte, she chairs the Board of Hydro-Québec’s institute of environment, development and society at Université Laval.  She sits on the Sustainability Advisory Committee of Procter & Gamble and on the Sustainability Star Committee of the Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC). She is also a member of the Suzuki Foundation steering committee and a certified trainer for the Global Reporting Initiative, and she delivers corporate responsibility courses to the Institute of Corporate Directors from Mcgill University. 

Finally, she has received the 2009 UQAM recognition award for her avant-garde vision and commitment to sustainable development.

Daniel Schnob, Chief Financial Officer, Department of Justice Canada

Mr. Daniel Schnob joined the Department of Justice in 2006 after a lengthy career in both the private and public sectors. He was appointed as Chief Financial Officer of the Department of Justice in 2009. He has held progressively more senior positions in a number of federal government departments including Health Canada, Statistics Canada, Agriculture and Agri-Food Canada and the Office of the Comptroller General. He was also an equity partner in a management consulting firm specializing in project management.

Mr. Toste is currently a member of the full-time faculty at Centennial College's School of Business. He has more than 30-years of experience in accounting and finance positions, ending his business career as V.P. Finance for a fast-growing service organization in Ontario.

Mr. Toste has also co-authored various accounting books and cases and has been a moderator in the CMA Ontario's Strategic Leadership Program for the past 14-years, developing new management accountants.
