Yves Vaillancourt, Chief Audit Executive, Department of Foreign Affairs and International Trade

Yves Vaillancourt joined DFAIT as CAE in January 2009.  He is the department’s first CAE since the creation of the Internal Audit Function as a separate entity for that Department.  Mr. Vaillancourt comes from the Office of the Comptroller General where he had, since June 2006, worked toward the implementation of the TB Policy on internal audit, developing the horizontal audit capacity among other things.  In addition to holding a Masters in Business Administration, he has acquired significant experience in public administration and in machinery of government processes both in large departments such as Human Resources Development Canada and in small agencies such as FINTRAC.

Bruce Hirst
, Chief Financial Officer, Department of Foreign Affairs and International Trade

Bruce Hirst was appointed Assistant Deputy Minister and Chief Financial Officer of the Department of Foreign Affairs and International Trade on April 1, 2008. From September 2002 to March 2008 he served as the Director General Finance at Natural Resources Canada. Prior to this, he held several senior positions at the Treasury Board Secretariat and Office of the Comptroller General, including the positions of Director General Financial Management Policy and Director Financial Authorities.

Prior to joining the Public Service in 1992, Mr. Hirst spent 26 years as a member of the Canadian Navy in various senior positions and posts across Canada, including Deputy Director of Costing Services and Senior Advisor to the Deputy Minister and Chief of the Defence Staff at National Defence Headquarters.

Mr. Hirst is actively involved in the CFO community, having Chaired the Senior Full-time Financial Officers Council, been a member of the Board of Directors of the Financial Management Institute and served on the Credit Committee of Alterna Bank and Alterna Savings.

Mr. Hirst was born in Leamington, Ontario and has an honours BA in Economics and Mathematics from the University of Windsor and an MBA from the University of Western Ontario. He is married to Erin Hirst and they have five children. He has received his CMA Certification.

Albert Doucet

Fraud Risk Management Program Manager, Department of National Defence

Mr. Doucet is the DND Fraud Risk Management Program Manager.  He started in engineering at MARLANT and then moved onto National Defense HeadQuarters.

He joined the Chief Review Services within Defense in 2000.  In 2002, he conducted a United Nations Fraud conference in Sarajevo (Bosnia) with legal/police representatives from numerous NATO countries to formulate a framework for dealing with fraud in a post war environment. 

He then spent 2 years at the Australian Department of Defense, where he conducted a major review of their Fraud Control Framework and provided training across Australia and to senior officials from other Asian countries (Thailand, Indonesia).

He conducted the first International Military Fraud benchmarking exercise involving 11 military organizations for the Association of Defense Auditors.  He has conducted numerous fraud examinations and inquiries (national and international); forensic examinations and provided training for the RCMP economic crime unit, the Institute of Internal auditors and the UK Fraud Analysis Unit in London.  His goal is to ensure we have an effective counter fraud network and that we work in a concerted effort with other military organizations to fight fraud, waste, abuse and mismanagement. 


Gibby Armstrong, CA, CIA, Acting Executive Director, Office of the Comptroller General

Gibby is currently responsible for Horizontal Audit Operations for the Internal Audit Sector of the Office of the Comptroller General. Horizontal audits examine areas that reach across various sectors within the Government of Canada, including Central Agencies, Common Service Providers, and Departments and Agencies - both large and small. Gibby is also responsible for various community outreach programs, including ensuring contracting success for acquiring internal audit and financial services through the use of the Professional Audit Support Services Supply Arrangement.

Prior to joining the Office of the Comptroller General Gibby applied her skills in both professional practices and performance audits at the Office of the Auditor General. Gibby was instrumental in implementing electronic toolsets and standard methodology for the documentation and conduct of audit work.

Gibby began her career at PricewaterhouseCoopers, where she gained experience in business process reengineering, change management, and financial auditing.

Anne is in charge of the Centre of Excellence for Evaluation (CEE) in the Expenditure Management Sector at the Treasury Board Secretariat (TBS). The CEE is responsible for supporting the implementation of the Policy on Evaluation by providing leadership, advice and guidance in the conduct, use and advancement of evaluation practices across the federal government. In her previous years at TBS, Anne worked to support the implementation of the Management, Resources and Results Structure (MRRS) Policy and the Guidelines for preparing departmental performance reports (DPRs).

Previously, Anne was a senior policy analyst for the Privy Council Office’s Policy Research Initiative. She worked on the development and implementation of horizontal research frameworks on Canada US and Canada Mexico relations.

Before this, Anne worked for about eight years as a senior evaluation officer at Human Resources Development Canada, studying the impacts of employment programs and employment insurance programs. She began her career in Ottawa as an analyst at the Bank of Canada, where she worked for five years in the Current Analysis Division and
the Monetary Policy Analysis Division.

Terry Colpitts, Director, Evaluation of Grants and Contributions, Grants and Contributions Program Evaluations, Human Resources and Skills Development Canada

Terry Colpitts is the Director, Evaluation of Grants and Contributions, Grants and Contributions Program Evaluations at Human Resources and Skills Development Canada (HRSDC).  Terry began his career in the federal government in 1981 as a regional economist in New Brunswick.  In 1983 he moved to Ottawa to join HRSDC as an evaluation officer.  He remained in HRSDC's Evaluation Directorate until 2005 when he transferred to Service Canada to create and head up their evaluation unit.  In 2008 he returned to HRSDC as the Director of Grants and Contribution Program Evaluation, the position he currently holds.

Chantal is a Director of Evaluation with Correctional Service of Canada (CSC) where she manages multiple program evaluation projects. Her current role allows her to support the development and implementation of rigorous evaluation strategies providing strategic focus to the department. She joined the federal public service in 2007 as an analyst for Health Canada. There she played a key role in the evaluation of the Federal Tobacco Control Strategy, by providing leadership and coordination for the summative evaluation and performance measurement strategy of the Tobacco Control Directorate.

Although still new to the public service, Chantal’s experience in evaluation and performance measurement stems from her background in community-based development. Before moving to Ottawa, she worked in Sudbury supporting the evaluation function of various non-governmental organizations and groups including Our Children, Our Future; the Community Action Program for Children; the Canada Prenatal Nutrition Program; the Social Planning Council of Sudbury; the Sudbury and Nickel Belt Ontario Early Years Centres; the Mayor’s and Council’s Children First Roundtable; and the Best Start Network of Sudbury.

Sharon Smith, Senior Advisor, Financial Management and Analysis Sector, Office of the Comptroller General, Treasury Board Secretariat

 

 

Sharon Smith is a Director in the Financial Management Policy Development Directorate of the Office of the Comptroller General.  Ms. Smith has for many years provided financial and expenditure expertise in a number of capacities in support of the Treasury Board.  Over the last few years she has been instrumental in the finalization and implementation of the new Policy on Internal Control as well as the renewal of many of the new Financial Management policy instruments for the Office of the Comptroller General.

Michelle Gleeson, Senior Director, Comptrollership and Quality Assurance, Canada School of Public Service

 

Michelle Gleeson is currently the Deputy Chief Financial Officer and Executive Director of Comptrollership and Quality Assurance at the Canada School of Public Service.  Michelle joined the Canada School of Public Service (CSPS) from Health Canada in January 2006.  Her current key responsibilities include providing strategic and holistic financial, and comptrollership advice to CFO and Deputy Head; directing the business improvement renewal and effective management of financial management policies, systems and processes; directing the development, integration and oversight of CSPS’s integrated risk management, financial management accountability, control and reporting strategies and frameworks for the Canada School’s financial community.
 
Over the last 30 years Michelle has acquired significant experience in the management of financial operations ranging from business and resource management, financial policy and training, systems (both SAP and Grants and Contributions), corporate reporting, accounting operations, cost recovery, change management & business process reengineering, internal controls and readiness for audited financial statements.  

Michelle has been a member in good standing since 1987 when she obtained her professional accounting designation as a Certified Management Accountant.

***image3***Kevin Lindsey, Assistant Deputy Minister and Chief Financial Officer, National Defence

Mr. Lindsey was appointed Assistant Deputy Minister and Chief Financial Officer of National Defence in June 2009.  In this capacity he serves as the strategic financial advisor to the Deputy Minister and the Defence Finance Committee.  His group responsibilities include resource allocation, financial operations, and internal and public reporting among others.

Prior to joining National Defence, Kevin served from 2001 at Industry Canada in a number of senior executive positions including Director General, Programs and Services Branch, where he led a number of industry restructuring and structured financing arrangements.  As acting Assistant Deputy Minister, Spectrum, Information Technologies and Telecommunications, he led the 2008 auction of Advanced Wireless Spectrum.  He also served as Head of Delegation to the 2008 APEC Telecommunications Ministers’ Conference in Bangkok, Thailand, and led Canadian preparations for the OECD Conference on “The Future of Internet Economy” in Seoul, South Korea. Kevin also served as Assistant Deputy Minister/Chief Financial Officer at Industry Canada in which capacity he was responsible for, among other things, implementing the Chief Financial Officer model and, with the Chief Audit Executive, implementing the Departmental Audit Committee initiative.From 1994 to 2001, Kevin served at the Treasury Board of Canada Secretariat in various economic portfolios, and in the Expenditure Management Sector where, as Director, Expenditure Operations, he was responsible for the government’s Estimates.Kevin is a graduate of Saint Mary’s University in Halifax, Nova Scotia.  He has completed the Canadian Securities Course, the Public Executive Program at Queen’s University, and the Executive Development Program at the University of Western Ontario, in addition to pursuing studies in structured financing and insolvency.

Kevin was born in Montreal, Quebec. He lives in Ottawa and is an avid skier and golfer.

Renée Jolicoeur, Assistant Deputy Minister, Accounting, Banking and Compensation Branch, Public Works and Government Services Canada

Ms. Jolicoeur is responsible for managing the operations of the federal treasury. This responsibility includes: issuing Receiver General payments for major government programs; maintaining the Accounts of Canada and producing the government’s financial statements; supporting the Minister in his/her capacity as Receiver General for Canada; and providing government-wide cost-effective, accurate and timely accounting and reporting services. She is also responsible for administering government payroll, benefits and pension plans for public service employees and pensioners, including components of insurance plan administration.
Ms. Jolicoeur has extensive experience in the federal public service. She has worked in a number of departments and in various business lines, such as internal audit, financial operations, program planning and human resources management. Prior to joining the management team at Public Works and Government Services Canada, she was responsible for the Canadian Forces' pay and pension administration and financial operations of the Department of National Defence.

At Public Works and Government Services Canada, Ms. Jolicoeur assumed the function of Director General responsible for the public service's pay and pension administration until she was appointed to her current position of Assistant Deputy Minister.
