As the National Technology Officer for Microsoft Canada, John Weigelt is responsible for driving Microsoft Canada’s strategic policy and technology efforts. In this role, Mr. Weigelt is the lead public advocate within the company on key issues such as the development of national technology policy and the use of technology by government, education and academia. These include leading Canadian outreach for Economic Development, Environmental Sustainability, Accessibility, Privacy, Critical Infrastructure Protection, Government 2.0 and Interoperability. Mr. Weigelt is also responsible for the development and implementation of strategies which strengthen the company’s relationships with the Canadian technology industry at large.
Prior to joining Microsoft, John held the position of Senior Director of Architecture, Standards and Engineering at the Chief Information Officer Branch of the Treasury Board of Canada Secretariat. In this role, he was responsible for the development of the Government of Canada Enterprise architecture, which provided the foundation for Canada’s Government On-Line initiative, Treasury Board IM and IT standards, and provided support for Critical Information Infrastructure Protection Policy. John holds a Master’s Degree in computer and communications security engineering from the Royal Military College of Canada.

Pierre Sabourin, Assistant Deputy Minister, International Platform Branch, Foreign Affairs and International Trade Canada (DFAIT)
Pierre Sabourin is Assistant Deputy Minister at Foreign Affairs Canada and International Trade Canada. He leads the “common services” portfolio which includes the management of Government of Canada properties abroad, information technology, supply chain, the Department’s foreign nationals employees and the Canadian employee re-location program.
Mr. Sabourin was Chief Information Officer at Foreign Affairs and International Trade Canada between 2005 and 2008 where he managed the provision of information management and information technology services to more than 10,000 employees located in 160+ locations worldwide, and a budget of over $100 million.
Prior to joining Foreign Affairs, Mr. Sabourin worked in the private sector mainly in international business on international business development bank contracts. Mr. Sabourin has received three Government of Canada awards for work in electronic service delivery, service delivery change management, and performance management.
Mr. Sabourin teaches Information Technology for Managers at the University of Ottawa Executive MBA program (EMBA) in Ottawa . He designed and implemented the “innovation and entrepreneurship" course based on experiential learning, including a working trip to Silicon Valley. In 2004, he received the University of Ottawa part-time professor of the year award.
Mr. Sabourin has completed a Bachelor of Science, Mechanical Engineering, a Finance Certificate and an International MBA. Personal interests include travelling, scuba diving, skiing, French literature and the history of the French Revolution and the First Empire.
Marc-André Audette, Director, Internal Control Division, Chief Financial Officer Branch, Health Canada
Since April 2006, Marc-André Audette is the Director in the Health Canada Chief Financial Officer Branch for the Internal Control Division. His current responsibilities are the implementation of the Internal Control policy and the Readiness initiative in Health Canada that are in line with the Financial Administration Act and Policy Renewal initiative of the Office of the Comptroller General of Canada.
Previously, Mr. Audette was in Social Development Canada where he worked in the Financial Comptroller Office, Internal Audit Directorate and Accounting Operations Directorate. He also, worked in Natural Resources Canada, as Financial Portfolio Manager. Mr. Audette started is career in federal government at Public Works Governmental Services Canada during the Financial Information Strategy implementation initiative.
Before his federal career, Mr. Audette worked in a Chartered Accountant firm and in the private sector.
Mr. Audette was born in Montréal. He is a Certified Management Accountant (CMA). He attended the University du Québec en Outaouais where he received his Bachelor of Administration (Accounting). After graduation, he earned a diploma in management accounting and a Master’s Degree in Project Management. He is also a graduate of the DIREXION program of the Canada School of Public Service.
Cynthia W. Black, Vice President, Global Prepaid Products, MasterCard
With over 30 years experience in the financial services and EFT processing industry, Cynthia joined MasterCard in 2000 as Vice President, Member Relations with responsibility for fostering relationships with strategic alliance partners such as regional networks, trade associations and processors. Previously, she was with a large regional bank and processing company and served as Director of Product Development with responsibility for all debit and EFT products sold to the financial institution market.
At MasterCard, she has been instrumental in developing and negotiating alliance agreements, creating customized marketing programs, and selling through MasterCard products and solutions. In her current assignment as Vice President on the Global Prepaid Products team, Cynthia provides product management for the North American market, with primary responsibility for commercial and public sector prepaid program development.
Cynthia has completed her graduate studies in the H. John Heinz III School of Public Policy and Management at Carnegie Mellon University and graduated from Seton Hill University with a Bachelors degree in Education and English Literature.

Everett Colby, BSBA, ALA, CFE, FCGA, Principal of Colby McGeachy, PC
Everett Colby, BSBA, ALA,CFE, FCGA, is a principal of Colby McGeachy, PC which is an independent member firm of Porter Hetu International (consistently ranked by the Bottom Line as one of Canada’s Top 20 accounting groups). Everett is Chair of the Board of Governors for CGA Ontario and a member of the Executive committee. He was Chairman of CGA Canada’s Tax and Fiscal Policy committee for 6 years. In this capacity he appeared before Parliament and the Senate on a regular basis regarding Federal budget and tax policies as well as other fiscal initiatives including the recent 5-year review of the Money Laundering and Terrorist Financing Act legislation and the review of Canada Revenue Agency as an agency. Everett was the expert witness (on behalf of CGA Canada) appearing before the House of Commons and Senate sub-committees on the Proceeds of Crime (Money Laundering)and Terrorist Financing Act – (PCMLTFA) as well as the Civil Penalties legislation. Everett was also the expert witness for CGA Canada in dealing with Industry Canada on the Privacy Legislation (PIPEDA) as it relates to professional accountants across Canada.
Everett is a Life member of both CGA Ontario and the Certified Fraud Examiners Association. He was a charter appointed member of Canada Revenue Agency’s (CRA) Federal Tax Professionals Advisory Committee and was recently appointed to the Department of Finance’s Federal Task Force on Anti-Money Laundering. He is a member of the Board Advisory Committee for Algonquin College’s new degree program in Forensic Accounting and is a past director of the CGA Ontario-York University’s International Business Research Centre and served on the board advisory committee for Seneca College’s certificate program in forensic accounting. Everett has authored the comprehensive professional practice guidelines on complying with Canada’s anti-money laundering legislation, the Civil Penalties (Misrepresentation of a Tax Matter by third parties) and the Privacy legislation (PIPEDA) included in CGA Canada’s National Public Practice Manual. He has authored articles on fraud and money laundering as well as webinars on Money Laundering, forensic accounting in practice and How to Detect and Prevent Financial Statement Fraud appearing on CGA Canada’s Professional Development network (PD NET). Everett is a frequent seminar presenter across Canada and internationally on topics including money laundering, quality controls in professional practices, ethics in today’s business environment, fraud detection and prevention and international tax. He has been a speaker for CGA Ontario and CGA Canada on radio and television (CFRB, Global News, CBC news and radio, CityTV), and is frequently interviewed and quoted in newspapers such as the National Post, Toronto Star and Bottom Line. He is qualified as an Expert witness in forensic accounting in Ontario’s General Division courts and administrative tribunals.
