PRESENTATION OVERVIEW:
The technical discipline of “corporate performance management” provides governments with compelling planning and analytical tools. However, the “performance management” discipline is narrow focused and does not include all relevant aspects of government performance. Government 2.0 is a new trend in government transformation. This presentation will describe how Government 2.0 will transform the practice of public financial management. It will describe how the government “back-office” benefits from citizen and civil society collaboration.
Objectives
- Identify the current limitations of Government Performance Management.
- Contrast the needs of public and private sector performance.
- Describe Government 2.0 lessons learned such as participatory budgeting in Brazil, e-procurement in Guatemala and Intellipedia in the U.S. is improving government performance.
- Identify the linkages between Performance Management and Government 2.0 to predict the future practical approach to improving performance in government.
- Practical application of performance management techniques in government has had mixed results.
- Unlike the private sector, Government Performance Management has no easily identifiable “bottom-line.” Government initiatives have unexpected positive and negative consequences. The selection of specific outputs and outcomes does not provide a 360 degree view of government performance.

Recently, the new reporting requirements enforced by the Treasury Board has led federal executives to make reporting of financial and non-financial performance information a priority. In their attempt to efficiently collect, manage and report this information, they may now turn to SAP Business Intelligence (BI) solution as an available option. However, before they decide to step in such a project, executives wonder how to establish a BI strategy will bring benefits years after years.
Furthermore, defining the BI strategy is the foundation of any successful BI project but the real success is measured by the solution adoption of the user community. The BI deployment methodology, project team staffing, change management, knowledge transfer and ramp-up strategies are keys to the solution adoption by all levels of the organization.
Citing as an example the case of a major SAP BI project implemented within the Federal Government, the speaker, who participated in the project oversight, describes a proven methodology for BI implementation planning, execution and operation, and pinpoints key factors that are cornerstone to successful business transformation and BI adoption within federal departments and agencies.

Over the past twelve years she has helped many federal government departments and agencies develop performance management frameworks and dashboards, define key performance indicators, and develop strategies to optimize the use of performance information to solve business challenges. She also supports federal clients in the assessment of departmental operating resources, with a view to ensure resources are best aligned to meet mandated obligations and to achieve desired program results. She has delivered transformational solutions to a broad range of federal public sector clients, particularly those focused on public safety, social services, transportation and public affairs.
