EVOLUTION OF THE RESOURCE ALLOCATION AND MANAGEMENT FRAMEWORK
Queen's University David Miller and Mike Joyce will provide their insight on key changes that have taken place in the Resource Allocation and Management Framework. This will include looking at the changing emphasis and priorities of governments (resultant shifts in mandates of Central Agencies - formal and otherwise); the manner in which related central agency initiatives have been developed and implemented; and, implications for departmental managers, the financial community and program integrity. More importantly, Dave and Mike will be providing an understanding of and their informed views on the legacy that you have inherited. David Miller and Mike Joyce both held ADM level positions in government including, during their tenure at TBS, that with responsibility for the expenditure management system. David after leaving CRA, where he was an Assistant Commissioner, consulted internationally. More recently, he has occupied executive financial positions in various departments (including Agriculture, Finance, Health and Industry), providing him with a comprehensive perspective on the current state of resource management. Mike, since leaving TBS, has lectured (resource management) in the Masters of Public Administration Program at Queens University and recently assumed the position of Director of the Program. |

After an overview of the project, Bonnie Easterbrook from the Canadian Centre for Occupational Health and Safety, and William Cummings from Health Canada will discuss their experiences in producing the future-oriented financial statements, touching on the approach taken, benefits and lessons learned. |

The departmental audit committee is an essential part of the audit regime established by the Policy on Internal Audit. The Policy calls for the deputy head of each department to establish an independent departmental audit committee comprised of a majority of experienced, competent external members recruited from outside of the federal public administration. Join us as James Mitchell shares his experience and perspectives as a departmental audit committee member for several government departments. Topics to be discussed include: preparation for an audit committee meeting, dealing with questions from audit committee members recruited from outside of the federal public service. |

INTEGRATED GOVERNANCE RISK AND COMPLIANCE (“GRC”): RE-ENGINEERING ASSURANCE FOR BETTER RESULTS
This workshop begins with an overview of the key elements of an integrated approach to governance, risk and compliance followed by a concise analysis of what’s wrong with the status quo today in the public sector. Barriers to successful adoption of integrated GRC are discussed and key steps required to transition from traditional approaches to integrated GRC proposed. The second segment of the workshop will review the critical topic of how to apply an integrated approach to better manage fraud risks using the best available international anti-fraud guidance. The last session of the workshop will feature several government departments and Crown Corporations discussing how their risk and assurance management processes relate to (or differ from) integrated GRC, and why those choices have been made. All sessions will have plenty of opportunities for participants to ask questions and explore the ideas being presented. |
