EVENT 2-1 : INTERNAL AUDIT - THE NEW POLICY - The Race to Full Implementation of the Treasury Board Policy on Internal Audit

Tom Beaver is a member of the Canadian Food Inspection Agency’s (CFIA) Executive Committee with responsibility for audit, evaluation, and risk oversight.  Mr. Beaver is also CFIA’s Integrity Officer.

Mr. Beaver was a member of the development and implementation team responsible for setting up the CFIA in 1997.  He developed the current federal accountability framework for food safety and inspection (roles and responsibilities) and directed the drafting of the Canadian Food Inspection Agency Act.

Mr. Beaver holds an Arts degree from St. Thomas University specializing in research methodology and post graduate studies from the University of Guelph specializing in regional planning and social indicators research.

Mr. Beaver has worked in a wide range of public policy areas and for a number of public and private enterprises including the Office of the Auditor General, Veterans Affairs Canada, Industry Canada, DPA Consulting Ltd., and the University of Guelph.

EVENT 2-1 : INTERNAL AUDIT - Continuing to Building Internal Audit Capacity

Brian Aiken, Assistant Comptroller General, Internal Audit Sector, Office of the Comptroller General, Treasury Board of Canada, Secretariat

As Assistant Comptroller General, Internal Audit Sector, Brian is responsible for providing functional leadership and direction for Internal Audit in the Government of Canada.  He is also responsible for providing advice to the Comptroller General as well as to federal departments and agencies on matters affecting the professional practice of internal audit.

Brian first joined the Government of Canada as a FORD trainee in the Office of the Comptroller General in 1978. Following this, he worked in the private sector in the field of financial business systems analysis.

From 1986 to 2001, he worked for the Bank of Canada in a variety of management positions in Financial Systems, Strategic Planning, Corporate Security and Internal Audit. From 2001 to 2008, he held the position of Chief Audit Executive at the RCMP, where he was responsible for Internal Audit, Program Evaluation, Quality Assurance and Management Review.

He holds a Bachelor of Business Administration degree from the University of Ottawa, is a Certified Internal Auditor and Certified Fraud Examiner, and sits on a number of National and International Internal Audit Professional Committees.

EVENT 2-1 : INTERNAL AUDIT - Continuing to Building Internal Audit Capacity

Monique Clairoux, Senior Director, Internal Audit Capacity and Community Transformation, Capacity Building and Community Development Sector, Office of the Comptroller General

Monique Clairoux is the Senior Director, Internal Audit (IA) Capacity and Community Transformation at the Office of the Comptroller General where she leads the development of change readiness and transformation approaches that will create a sustainable internal audit community for the federal government and will also ease the transition challenges facing federal departments and agencies as they implement the Chief Audit Executive model.

 

Her focus is in the following domains; Community Leadership, Governance Structure and Processes, Planning – Human Capital, Enabling Infrastructure and Focused Employee Development Strategies and Outcome.

 

Monique has occupied a variety of positions in human resources and organizational development, financial management and learning. She was responsible for the development and delivery of Financial Management and Internal Audit Training at Training and Development Canada as well as the Management Trainee Program at the Canada School of Public Service.

 

She is a member of the Institute Internal Audit (IIA) – Ottawa Chapter Board and sits on the IIA - Canada Education Committee.

 

Monique is a former Treasurer of the FMI.

Paula Folkes-Dallaire, Senior Analyst, Parliamentary Reporting and Accountability Division, Results Based Management Division, Expenditure Management Sector, Treasury Board of Canada, Secretariat

Paula Folkes-Dallaire is a senior analyst in the Results-Based Management Division at the Treasury Board Secretariat. She holds a Master’s Degree in Public Administration from the University of Toledo (Ohio). Her research interests include innovations in evaluation methodology and she is currently working on improving reporting to Parliament.

 Myriam Linteau, Manager, Corporate and Business Planning, Parks Canada Agency

Myriam Linteau is the manager of Corporate and Business Planning at the Parks Canada Agency since November 2007. Myriam holds a Master's degree in Tourism Planning and Management from l'Université du Québec à Montréal. Myriam started working for Parks Canada in 1995 as an interpreter in the National Historic Sites located in Quebec City. Since then, Myriam worked in various positions, notably at the Treasury Board Secretariat as a Policy Analyst in results-based management, and, from 2005 to 2007, as special advisor to Parks Canada's chief administrative officer.

Loretta Scott, Director, Office of the Chief Financial Officer, Public Health Agency of Canada

 

Prior to joining government, Loretta Scott worked as corporate legal counsel with Irving Oil Limited, Canada Post Corporation and the Canadian Red Cross.  Her work in government has spanned policy, risk management and planning, reporting and performance management.  Loretta commenced her planning, reporting and performance management career in government about seven years ago with Health Canada, working in the Health Products and Food Branch and the Healthy Environment and Consumer Safety Branch.  Having joined the Public Health Agency in December 2007, as Director, Planning and Reporting in the Office of Chief Financial Officer, the 2007-2008 DPR is the first major report produced with her planning team.

Scott Lohnes, Analyst, Corporate Planning and Governance Branch, Industry Canada

 

Scott Lohnes is an analyst within the Corporate Planning and Governance Branch of Industry Canada.  Scott has been working on various aspects of improving reporting to Parliament which has included work on the Report on Plans and Priorities (RPP) and the Departmental Performance Report (DPR).  Scott is currently working on developing the department's Management Accountability Framework (MAF) response and improving the department's corporate risk profile.  He has an honours degree in Political Science from the University of Ottawa and has completed courses through the University of Alberta.

Melanie O’Gorman, Acting Manager, Planning, Performance and Reporting Group, Comptrollership and Administration Sector, Industry Canada

 

Melanie O'Gorman is the Acting Manager for the Planning, Performance and Reporting Group in the Comptrollership and Administration Sector of Industry Canada.  She has been working in the areas of corporate planning and performance for eight years focusing on Parliamentary Reporting for the last three years.  She has an Honours degree in Commerce from the University of Ottawa.

Rohit Samaroo, Acting Senior Director, Results Management Strategies Division, Treasury Board of Canada, Secretariat

Rohit Samaroo is currently the acting senior director with the Results Management Strategies Division of Treasury Board Secretariat. Prior to taking on this role, Rohit was a senior analyst and was involved with the Program Activity Architecture (PAA) from its inception. Prior to TBS, Rohit worked at Transport Canada and in the non-governmental sectors. He holds degrees in Engineering and Political Science.

Hélène Maurais, Manager, Finance, Internal Audit and Procurement Curricula, Canada School of Public Service

Hélène Maurais is the manager of the Finance, Internal Audit and Procurement Curricula at the Canada School of Public Service and is thus responsible for the design, maintenance and delivery of all courses offered to these communities. Mrs. Maurais has a vast experience in management and learning that she acquired in her 30 year career in the public service. She has worked in the Translation Bureau, the former Canadian Center for Management Development and Health Canada where she was responsible for the Modern Comptrollership initiative. She has a Master’s degree in public administration from the ENAP (École nationale d’administration publique).

EVENT 2-2 : AGENDA FOR RESULTS - Financial Management Core Learning Curriculum

Pierre Laflamme, Director, Financial Arrangements, Treasury Board of Canada, Secretariat

Mr. Laflamme completed a Master in Business Administration (MBA) at Ottawa University.  He is currently a CMA student with the executive CMA/MBA program at Université du Québec en Outaouais (UQO).

He has worked with federal Crown corporations for 16 years in financial management specifically policy, planning and budgeting, and as vice-president of internal audit at Farm Credit Canada.

Mr. Laflamme started working with the Office of the Comptroller General in 1996, in financial management policy; working on the review of the FAA for accrual accounting, costing, program analyst, policy implementation and interpretation, sign-off on TB submissions related to transfer payments and renewal of the Policy on Transfer Payments.

He is currently the Director, Financial Arrangements, responsible for the implementation and transition to the new policy and directive on transfer payments, working with multiple stakeholders to succeed with the implementation.

  EVENT 2-3 : ENTERPRISE MANAGEMENT - Governance Issues in an Enterprise Management Environment

Mr. James R. Mitchell, a founding partner of the policy consulting firm Sussex Circle.

James Mitchell is a founding partner of the policy consulting firm Sussex Circle. He has many years of experience in the analysis and resolution of complex public policy issues and in dealing with Ministers and senior government officials.

After several years as a university lecturer, Mr. Mitchell began his government career in the Department of Foreign Affairs in 1978 before moving to the Privy Council Office in 1983. He later served as Assistant Secretary of the Treasury Board from 1989 to 1991, where among other things he was responsible for the government's Employment Equity Program.

From 1991 to 1994, Mr. Mitchell held the position of Assistant Secretary to the Cabinet (Machinery of Government), in which capacity he was responsible for providing advice to successive Secretaries to the Cabinet and Prime Ministers on matters related to the organisation of government, the reform and renewal of the Public Service, and a host of other issues related to governance and change in Canada. He was a principal advisor on the 1993 reorganization of the federal government.

Mr. Mitchell has provided policy and organizational advice in virtually every area of federal responsibility including foreign policy, defence, science, agriculture, transportation, employment, criminal justice, aboriginal issues, information technology and globalization, organisational renewal, the privatization of government functions, public sector reform, and the renewal and operation of central agencies.

A native of British Columbia, Mr. Mitchell holds a Ph.D. in philosophy from the University of Colorado. He is married and has two children.

Denis Godcharles, Managing Principal, Interis Consulting

Mr. Denis Godcharles is the Chief Executive Officer of Interis Consulting Inc., a management consulting firm that offers advisory services in business transformation, risk and management assurance, and strategic project management.  Before founding Interis, Mr. Godcharles held senior positions in multinational companies in the high technology and telecommunications services industries.  He also worked for nine years in the military sector, in the fields of telecommunications and computer systems.  Mr. Godcharles earned a bachelor degree from the Royal Military College of Canada and a Master of Engineering Management from the University of Ottawa.  He is also an active researcher in the field of integrated risk management and has published and presented numerous papers on this subject in Canada, the United States, and Europe.

His main areas of expertise are integrated risk management, particularly operational risk analytics and management, large organizational transformation projects, and the implementation of management frameworks for leading financial sector organizations and public agencies.  In recent years, Mr. Godcharles has been involved in GRC convergence initiatives in the financial sector as well as GRC activities in the public sector.

 EVENT 2-3: ENTERPRISE MANAGEMENT - Convergence of Governance, Risk, Compliance: What public sector finance professionals should know and why

Charles-Antoine St-Jean, FCA, Partner, National Public Sector Leader, Ernst & Young

Charles-Antoine St-Jean is the National partner for Public Sector in Canada for Ernst & Young and member of the Global Public Sector Council for Ernst & Young.  He is currently advising many clients at the federal and provincial levels in Canada and abroad on public sector issues of governance and risk management, and helping develop the global public sector capabilities of Ernst & Young.

Prior to rejoining Ernst & Young in the fall of 2007, he served as the Comptroller General of Canada for 3 years where he led the rethinking of the Finance and Internal Audit Functions.  He dealt with all financial management issues that the national government deals with, ranging from fiscal management issues, control frameworks of large programs, capacity constraints, risk management, standards settings and many more.  

Prior to serving in the federal public sector, he worked with Ernst & Young and  Cap Gemini Ernst & Young as partner and vice-president, and earlier on in various capacities,  in Canada and abroad  for close to 30 years.  Over the years, he worked  with clients in the public sector, not-for profit, technology, telecommunications and banking sectors. During that period, he was also seconded twice to federal Crown Corporations to work in a financial management capacity.

He received his FCA designation from the Ontario Institute of Chartered Accountants in 2006. L'Ordre des Comptables Agréés du Quebec granted him the same honor earlier this year . The UK Chartered Institute of Public Finance and Accountancy recently awarded him the honorary designation of CIPFA for his body of work for advancing the cause of financial management in the public sector. Last year, the FMI named him a life-time honorary member of the Institute.

 EVENT 2-3: ENTERPRISE MANAGEMENT - Convergence of Governance, Risk, Compliance: What public sector finance professionals should know and why

Otto Brodtrick, Ph.D.

 

Otto Brodtrick has worked for several decades with public sector agencies in technical, managerial, and research positions.  For the past dozen years he has been teaching post-graduate courses on the topics of  Strategic Management, Innovation, Consulting For Change and Organizational Policy in the MBA program of the Faculty of Management, McGill University , Montreal .  He also advises organizations – mostly internationally – on strategy, corporate learning and performance.

 

Dr. Brodtrick has worked with the Organization of Economic Cooperation and Development (OECD); with agencies of the Swedish Government; and with the Audit Services of the European Commission on simplifying bureaucracy, and on the future of auditing.  Mr. Brodtrick's projects have also taken him to work with researchers and practitioners in Japan , Singapore , Australia , the Philippines , the United Kingdom , France , Germany , Austria , Switzerland , Denmark , Brazil and the United States .

 

Mr. Brodtrick has Masters degrees in Public Administration and in Organizational Diagnosis and Intervention from Harvard University . His Ph.D. is in Organizational Performance and Organizational Learning.  His first degree is in Philosophy.  In 1988, Otto Brodtrick received the Canadian Auditor General's Award of Excellence.  In 1992 he was awarded the Governor General's Commemorative Medal for Significant Contribution to Canada.

 EVENT 2-3: ENTERPRISE MANAGEMENT - Convergence of Governance, Risk, Compliance: What public sector finance professionals should know and why

Claire Lake, MBA. , CA

 

Claire Lake , MBA , CA is a Principal with Interis Consulting..  She is a member of the Risk and Management Assurance Services practice specializing in financial management.  She is currently working with Chief Financial Officers within the Federal Government to implement the CFO model and to ready departments for the new financial management policy suite, specifically developing and implementing financial management frameworks and the financial reporting controls.  Claire was also the author of the Treasury Board Secretariat’s study on accrual accounting for appropriations and budgeting that was presented to the Public Accounts Standing Committee and was the foundation of the current pilot project on accrual accounting within government. Prior to working with the Government of Canada, Claire worked in and consulted to the banking industry in the UK , Europe, USA and Australia and New Zealand .  Claire’s banking experience includes risk and accounting controls for financial products, financial product development, credit controls and capital adequacy reporting.

Lucie Leclerc-Cowell, Management and Leadership Development Instructor

Leadership, Professional and Management Development Centre, Canada School of Public Service

 

Lucie Leclerc-Cowell is an instructor at the Canada School of Public Service responsible for the delivery of the Authority Delegation Training courses for supervisors up to senior executives. Prior to taking up this assignment, Mrs. Leclerc-Cowell was the Executive Director, Traffic Management in Public Works and Government Services Canada, responsible for managing the federal government’s $1.2 billion per annum travel program, the relocation program and the procurement of transport services for cargo and merchandise. She has had a number of other assignments in Public Works as well as in the Treasury Board Secretariat and the Department of Foreign Affairs and International Trade.

 

Mrs. Leclerc-Cowell has a Bachelor’s degree in Commerce (Honours) from Ottawa University. She is a member in good standing of the Certified Management Accountants Association.

 EVENT 2-3: ENTERPRISE MANAGEMENT - Enterprise Leadership

Mr. Alan Latourelle, Chief Executive Officer, Parks Canada

 

Since joining the federal government in 1983, Mr. Latourelle has occupied positions of increasing responsibility in the fields of corporate services, strategic planning, portfolio affairs, policy and operational program delivery.

 

In 1999, Mr. Latourelle became the Agency’s Chief Administrative Officer.

There, he directed development of policies governing the development of commercial operations and ski resorts in the Mountain National Parks.  He also led federal-provincial negotiations that resulted in the Town of Jasper assuming responsibility for municipal services.

 

In 2002, Mr. Latourelle was appointed Chief Executive Officer.  Under his leadership, three new national parks were established: the Gulf Islands in British Columbia, the Torngat Mountains in Labrador and Ukkusiksalik in Nunavut.  As well, Tuktut Nogait and St. Lawrence Islands national parks have been expanded and an agreement was reached to establish a national marine conservation area in western Lake Superior.  In addition, Mr. Latourelle has spearheaded such new initiatives as the Action Plan to Protect Canada’s Natural Heritage, which also addresses the improvement of ecological integrity in Canada’s national parks.

 

Mr. Latourelle has guided a long-term financing strategy for Parks Canada culminating in significant new funding allocations targeted at establishing new national parks and national marine conservation areas, restoring ecological integrity in national parks, recapitalising the Agency’s $7.1 billion in capital assets in parks and national historic sites, and creating new built heritage conservation tools.  This strategy included preparation of a comprehensive, multi-year fee proposal, the first such proposal to be reviewed under the User Fee Act.

 

Mr. Latourelle set the direction under which Parks Canada has become a recognized leader in tourism in Canada and has received the 2007 Tourism Industry Association of Canada Award for Business of the Year.

 

Mr. Latourelle has also provided executive leadership for the introduction of the Canadian Register of Historic Places and the Standards and Guidelines for the Conservation of Historic Places in Canada.

 

Mr. Latourelle’s educational background includes a Bachelor of Commerce degree from the Université du Québec and a Master of Business Administration from Queen’s University.
