Kevin Page, Canada’s Parliamentary Budget Officer

Last spring, Kevin Page stated to the Public Accounts Committee that his immediate priority would be building relationships with departments and with private sector forecasters, including the establishment protocols for the exchange of information. By fall, he hoped to be partially staffed up and to have those relationships functioning. Summer 2008 has, to say the least, been eventful with staffing, engaging departments and the private sector and undertaking the PBO’s first major project – costing the Afghanistan War.

So where is Parliamentary Budget Officer in regards to this agenda; what progress has he made; what has he learned; and, what does he see as the longer term implications for you, the financial community?  Kevin will speak to these issues and more.

Bruce Manion has always been fascinated by public resource management. His financial career has evolved in numerous large and small departments including DND, Canadian Heritage and Natural Resources. He is currently the CFO at HRSDC. Come see as he shares his thoughts on the evolution of resource management from a practitioners’ point of view. Subject such as EMIS, accrual budgeting and expenditure reviews will be presented and discussed in that no holds barred way that has always characterized his unique style.

Comparing Canada’s modernization of financial management with the approach in France.

When you compare the modernization of the budgetary process, the Public Accounts and the general financial management, why is the approach taken by France different than that taken by Canada?

Speaker: Roger Scott-Douglas, Special Advisor to the Director General, State Modernisation Branch, Ministry of the Budget, Public Accounts and the Public Service.

M. Scott-Douglas is from Alberta.  In 1981 he obtained his Bachelor Degree of Arts (magna cum laude) in Political Science from the University of Alberta. In 1983 he obtained a Master’s Degree in Philosophy from the University of St. Andrews (Scotland). In 1988 he received his Doctorate in Philosophy from the University of Cambridge (England).

M. Scott-Douglas has been a representative to the French government since 2006.  His experiences within the Government of Canada include diverse positions with the Treasury Board Secretariat (1999 to 2006), Human Resources Development Canada (1995 to 1999), and Privy Council Office (1992 to 1995) and with Western Economic Diversification (1989 to 1992).

FORD/IARD GRADUATION CEREMONY (THEATRE)

This year marks the 30th anniversary of the FORD/IARD program, and the Office of the Comptroller General, in conjunction with the FMI-PD week, is pleased to celebrate the graduation of our 167 program participants at this annual ceremony.

 

The ceremony is held to recognize FORD/IARD participants as they receive their FORD/IARD certificate and launch their careers with the Public Service of Canada. The ceremony will also recognize the recipients of the Government of Canada Financial Management Certificate.

 

The FORD/IARD program has recruited over 1800 university graduates since it was first established in 1978. While the program recruits at the entry-level, graduates of the program have gone on to serve at all levels of the public service. This speaks to the quality of the FORD/IARD graduates.

 

The departments and agencies that hire FORD/IARD recruits are key contributors to the success of the program. It is an essential partnership, and one that has grown stronger over three decades.

 

Following the ceremony, graduates will join their colleagues from across the financial management and internal audit communities at the President’s Reception. Please join us as we celebrate with our graduates and wish a warm welcome to the newest members of our community.
