DPR/RPP Concise Reporting & Lessons Learned

 

Improved reporting to Parliament has been identified as an area of concern for parliamentarians and the Auditor General and is key for enhancing transparency and accountability in government and for renewing the Expenditure Management System.

 

The Treasury Board of Canada Secretariat (the Secretariat) has developed a vision for improving whole-of-government and departmental reports to better support parliamentarians in their consideration of the Estimates. As part of this vision, the Secretariat invited several departments to participate in pilot projects to produce streamlined Reports on Plans and Priorities (RPP) and Departmental Performance Reports (DPR) that are more strategic, clearer, less bureaucratic, and more concise at around 30 pages.

 

This session will focus on sharing the experiences, perspectives, and good practices of three departments that participated in the Concise RPP and/or Concise DPR pilot projects: Industry Canada, Parks Canada, and the Public Health Agency of Canada. The Secretariat’s Paula Folkes-Dallaire will open the session with an overview of the two projects and will share overall lessons learned from both the Concise RPP and the Concise DPR pilot exercises.

Performance Measurement and the MRRS Policy

This session will provide a discussion of the critical role of the Management, Resources and Results Structure (MRRS) Policy plays in the renewal of the Expenditure Management System of the Government of Canada and provide an overview of the progress made to-date in the implementation of the policy across the federal government. It will include a discussion of key elements of the MRRS such as the development of departmental Program Activity Architectures and supporting performance measurement frameworks.

Financial Management Core Learning Curriculum

 

The Canada School of Public Service (CSPS) supports the commitment of the Office of the Comptroller General to strengthen financial management, oversight and reporting within the Government of Canada by offering various courses in the Financial Management Core Learning Curriculum. On October 1, 2008, the new Transfer Payment policy came into effect. Find out what training the CSPS had made available to the financial community and to departments to support implementation of the new policy.

Governance Issues in an Enterprise Management Environment

Mr. Mitchell will be talking about "Governance in an Enterprise-Wide Management Environment". Today, more and more issues can be addressed only at a cross-departmental or whole-of-government level. Mr. Mitchell will offer some lessons from experience; identify specific challenges facing the Public Service today with respect to enterprise-wide management, and talk about opportunities for new ways of defining issues and governing public sector institutions in this new environment.

Convergence of Governance, Risk, Compliance:

What public sector finance professionals should know and why

In recent years, public sectors around the globe have taken concrete steps to expand and strengthen their governance, risk, and compliance (GRC) activities.  Through parallel and often not-well-integrated initiatives, public service organizations face increasing demands for already scarce resources and new skills at a time when experienced talent is being lost.  Moreover, new and often overlapping processes in areas such as risk assessment, control testing, and reporting have been introduced while many CFOs are taking the first steps in establishing order in financial management in the department.  In the Government of Canada, for instance, policies and frameworks around internal audit, risk management, financial management, governance, and internal controls have been published or modified in recent years to address new concerns around delivering value, demonstrating transparency, and safeguarding existing assets.  All of these policies and frameworks address at least one aspect of GRC, and understanding how to respond is of utmost importance to the finance profession within government.

 

The pendulum has swung in the same direction over the same period for publically traded companies, but at a much faster pace.  The passage of the Sarbanes-Oxley legislation in the US and its equivalent, Bill C-198, in Ontario as well as numerous trends and new practices around GRC domains have had a major impact but with a marked difference: they are already feeling the weight of duplication and lack of integration around GRC activities.  The financial sector, in particular, has borne the brunt of this pressure on its ability to continue to generate value.  Of all corporate groups in these organizations, the finance professionals have been called upon the most to step up to the new challenge.

 

Fortunately, the expertise gained in GRC convergence initiatives in the financial sector represents a great opportunity for finance professionals in the public sector and their organizations to find early solutions in leveraging GRC activities towards creating value.  Join us for a panel discussion, with representatives from the financial and public sectors, which will identify the lessons learned and provide their insights into opportunities to navigate through this change.  The panel discussion will be preceded by a brief presentation of the concepts around GRC as well as trends.  The session targets senior financial resources across the public sector involved in GRC activities.

Many new reporting and governance requirements are being placed on government departments as a result of initiatives and policies arising from the changes to the Expenditure management Systems, Federal accountability Act, Management Accountability Framework and PAA.

In his presentation, Mr. Smith will focus on the Mint’s performance journey that embraced a holistic approach to people, process and technology. Today, the Mint is using the Microsoft stack to provide real time business intelligence to decision makers in a seamless fashion. Mr. Smith will also provide insights on the challenges and lessons learned, both technical and cultural, the Mint encountered in building this performance platform.

Greg Smith is the Royal Canadian Mint’s CIO (Chief Information Officer).

His responsibilities include developing the Mint's information management and technology strategies, system planning, and the provision of information systems services within the corporation. The latter includes both the on-going technical support of computing facilities and communication systems and the implementation of new technologies and applications. Mr. Smith served as the Executive Director of Business Transformation prior to accepting his current role in 2008 and has held a number of senior executive positions. Mr. Smith has substantial experience in marketing, product development, sales, e-business and technology through related positions with a range of companies. He holds a Bachelor of Science degree from the University of New Brunswick. He was a recipient of the Mint's President's Award in 2003.

The session is especially important for decision makers working in areas like finance, corporate planning and budgeting, central agency reporting.
