Mature Risk Management in a Risk–averse World

Enterprise-wide and fully integrated risk management is one of the new battle cries for modern public sector management. At all levels of the Canadian public sector, individual organizations and governments as a whole are grappling with how to make mature and fully integrated risk management a reality of their operations
But how does a traditionally risk-averse environment at all levels of the country’s public sector lend itself to embracing this new approach to effectively identifying and managing risks as a key to continued organizational success? Challenges in Advancing Transportation Safety & Christmas Luncheon Presentation to FMI Halifax Chapter by Jean LaPorte, FCGA, Chief Operating Officer, Transportation Safety Board of Canada. We were prepared for an interesting and unique presentation by Jean, we were in fact treated to 3 presentations by the many faceted personalities of Tom the investigator, Sam the Board member and Bob the representative from Treasury Board. Tom led us through the challenges of 3 phases of an investigation being: the Field portion which involves the initial assessment of the Investigation; the Analysis which can involve Laboratory work, Tests, and Research to reconstruct the chain of events leading to accident; and the Report production which, for quality assurance, is reviewed by the board within a specified deadline. Sam then addressed the audience to describe how the cost of the inconvenience to the public must be weighed against the cost of life and safety. over a 20 year period there have been 539 recommendations by the Board and 67% have been implemented fully satisfactorily. Sam went on to describe the various areas of transportation that in being reviewed including Fishing vessel safety, Passenger ferries with increasing number of passengers, Trains which are increasing in length to improve efficiencies, Airport congestion as a result of increased air travel, and safety management systems in general. Bob (the Alien) from Treasury Board was the last of the presenters. He helped to outline the occasional conflicting policies between the two agencies, including Financial reporting strategies, Resource Management issues and Strategic Reviews. Bob also outlined some possible remedies to the areas of concern. Jean (in his Triumvirate role) discussed how the Transportation Safety Board reacted to unforeseen last minute, near year end crises and other compliance issues and challenges. The Chapter President, Stu Jamieson, thanked the speakers, noting that he only had one token of appreciation for all four presenters. Jean is currently the Chief Operating Officer at the Transportation Safety Board of Canada. He is the most senior official responsible for running this federal government agency which conducts independent accident investigations into selected accidents and incidents in the marine, rail, air and pipeline modes of transportation. Prior to being appointed as COO, Jean worked a total of 25 years in a variety of positions with progressively more responsibilities, including the Chief Financial Officer position which he occupied for a period of 9 years.

The Office of the Comptroller General (OCG) of Canada has developed a professional development apprenticeship program based entirely on competencies. After receiving approval as a non-traditional office for Chartered Accountant students, the OCG used competencies for all aspects of the program, from recruitment to promotion. Using lessons learned from this program, the OCG will be introducing more competency based learning opportunities within their ranks, particularly for CGA and CMA students to facilitate their learning process."
