Mature Risk Management in a Risk–averse World

Enterprise-wide and fully integrated risk management is one of the new battle cries for modern public sector management.  At all levels of the Canadian public sector, individual organizations and governments as a whole are grappling with how to make mature and fully integrated risk management a reality of their operations

But how does a traditionally risk-averse environment at all levels of the country’s public sector lend itself to embracing this new approach to effectively identifying and managing risks as a key to continued organizational success?  How do modern public sector organizations go beyond simply putting ticks in the right boxes of the many elements of a good risk management regime and actually live and breathe good risk management tailored to their own circumstances?

The Halifax Chapter of the Financial Management Institute had a special membership appreciation event to close out the 2010-2011 professional development season.  Well known speaker and author Pam Mood provided an exciting and invigorating workshop on Leading in Turmoil.

Mr. Morrisey is the driving force behind the Games management team and is responsible for the overall planning, organization and staging of the 2011 Games, in accordance with the objectives, policies and plans approved by the Board of Directors.

He will spoke about the Games in general, and from a financial perspective and also discussed the legacy of infrastructure.

Challenges in Advancing Transportation Safety
& Christmas Luncheon
Presentation to FMI Halifax Chapter by Jean LaPorte, FCGA, Chief Operating Officer, Transportation Safety Board of Canada.
 
We were prepared for an interesting and unique presentation by Jean, we were in fact treated to 3 presentations by the many faceted personalities of Tom the investigator, Sam the Board member and Bob the representative from Treasury Board.

Tom led us through the challenges of 3 phases of an investigation being: the Field portion which involves the initial assessment of the Investigation; the Analysis which can involve Laboratory work, Tests, and Research to reconstruct the chain of events leading to accident; and the Report production which, for quality assurance, is reviewed by the board within a specified deadline.

Sam then addressed the audience to describe how the cost of the inconvenience to the public must be weighed against the cost of life and safety. over a 20 year period there have been 539 recommendations by the Board and 67% have been implemented fully satisfactorily. Sam went on to describe the various areas of transportation that in being reviewed including Fishing vessel safety, Passenger ferries with increasing number of passengers, Trains which are increasing in length to improve efficiencies, Airport congestion as a result of increased air travel, and safety management systems in general.

Bob (the Alien) from Treasury Board was the last of the presenters. He helped to outline the occasional conflicting policies between the two agencies, including Financial reporting strategies, Resource Management issues and Strategic Reviews. Bob also outlined some possible remedies to the areas of concern.

Jean (in his Triumvirate role) discussed how the Transportation Safety Board reacted to unforeseen last minute, near year end crises and other compliance issues and challenges.

The Chapter President, Stu Jamieson, thanked the speakers, noting that he only had one token of appreciation for all four presenters.

Jean is currently the Chief Operating Officer at the Transportation Safety Board of Canada. He is the most senior official responsible for running this federal government agency which conducts independent accident investigations into selected accidents and incidents in the marine, rail, air and pipeline modes of transportation. Prior to being appointed as COO, Jean worked a total of 25 years in a variety of positions with progressively more responsibilities, including the Chief Financial Officer position which he occupied for a period of 9 years.

Managing in a Deficit Environment: Proven Approaches to Cost Reduction
Breakfast Workshop - Halifax Club, 1682 Hollis Street, Halifax

In these times of unprecedented fiscal challenges, all public sector organizations are being challenged to reduce their operating budgets. Where do you begin? What has worked elsewhere?

Using test cases from the United Kingdom and the USA regarding efforts to reduce the gap between revenues and expenditures. It was further noted that in Canada during 2009 nine out of ten provinces ran fiscal deficits and these same nine provinces forecasted deficits for 2010.

Outlined the options in addressing a fiscal Deficit: Increase taxes; Grow Economy; Reduce Costs.

This was not just an historical review, as the team also offered a framework for identifying cost reduction opportunities. The steps in this framework included Efficiency, Changing model, Policy Choices and Exit/Divestiture. Within each of these categories examples were given as to which process would best address the concern.

Shared services experiences within Canada, by province were examined including the methodology used to determine the appropriate strategy and implementation schedule.

Political will is always a driving force in these decisions.

Jonathan Hopkins, a Senior Manager in Deloitte’s public sector practice in Ottawa who focuses on cost reduction.

Rob Barton, a Manager in Deloitte’s public sector practice with a focus on financial management. Rob was part of the Deloitte team that completed the financial assessment on the Province of Nova Scotia in 2009.

Government 2.0: The Intersection of Technology, Public Policy and Political Aspirations
The first 2010-11 Workshop was held at the Halifax Club.

Speaker: Omar Rashid, Director of Municipal Government Security, Microsoft Canada

Mr. Rashid, who has o
ver 15 years experience with Microsoft, began his presentation by outlining the expectations of local citizens. We are currently dealing with a significant portion of the population who are very knowledgeable of computers and therefore have an expectation for an immediate response to emergences. There is also in ever increasing demand for public access to information and open government. The downside of this expectation is that mistakes in the public realm become global info quickly. One example cited was videos that appear on YouTube before the government of other public office even has an opportunity to investigate of respond. Attempts to restrict this activity are fraught with problems. How does one respect privacy concerns in a digital society? Counter concerns over terrorism and criminal activity also impact on the dilemma of what should be public. Most legislation concerning this subject was written over 20 years ago and is therefore out of touch with contemporary concerns. This quickly translates into a public relations issue with Public Trust as its focus.

The Chapter Vice President thanked Mr. Rashid, indicating the improvements in web access to public transportation routes and schedules as a benefit of the digital info age.

Competency Based Professional Development
Morning Session

Speaker: Norma Hubley, CA, Senior Director - Transformation Management, Capacity Building and Community Development Sector - Office of the Comptroller, Treasury Board of Canada, Secretariat

"Competencies, we all hear about them, but has anything been done with competencies in the real word? The Office of the Comptroller General (OCG) of Canada has developed a professional development apprenticeship program based entirely on competencies. After receiving approval as a non-traditional office for Chartered Accountant students, the OCG used competencies for all aspects of the program, from recruitment to promotion.

Using lessons learned from this program, the OCG will be introducing more competency based learning opportunities within their ranks, particularly for CGA and CMA students to facilitate their learning process."

"Senior financial executives across Government of Nova Scotia, have recognized the strategic need for a sustainable, highly skilled Financial Community within government. Recruiting and retaining our most valuable resource, skilled human resources, is becoming increasingly competitive.

To position the NS Government at the leading edge senior financial executives are implementing a new initiative referred to as the "HR Strategy for the Financial Community." Through this strategic initiative, specific competencies have been identified for the government's Financial Community which will carefully develop its existing talent and ensure a balanced approach to future recruitment. These competencies are an integral part of the Financial Community's human resource processes, including career planning, training and development and recruitment."

Leadership Development
Becoming a Tri-athlete in Leadership - results of the new Leadership Development Program for Chiefs of Audit Executives.

Speaker: Monique Clairoux, Senior Director of the Internal Audit Capacity Building and Community Development Sector at the Office of the Comptroller General, Treasury Board of Canada.

Monique spoke on the successes of Internal audit in the financial community, but also addressed the challenges of a project without a champion. She indicated that she accepted the challenges of building and strengthening the Internal Audit function on the conditions of: a Clear mandate; a Champion for the project and proper and adequate funding.  The 2006 Accountability Act focused assurance and responsibility with the Deputy Minister for budgetary and fiscal matters, and presented a sound reporting relationship and a proper risk analysis leading to assurance of action. This led to advice and independence of the Internal Audit function by allowing the Deputy minister to make the decision and the ADM deliver, allowing the Minister to remain political.  Monique closed with a reminder that we must know and understand the audience with ongoing engagement and communication; to build relationships with trust and train beyond your level of mastery .

Speaker: Debbie Thomas, Senior Learning & Development Consultant, Nova Scotia Public Service Commission spoke about Leadership Competencies as the Development Core for the NS Public Service and Impact of Leadership on Organizational Performance.

Debbie indicated that this need must be driven by a business strategy that is  values based, and integrated in the Human Resource Plan. She presented the 8 profiles that address the question of what excellence inn leadership looks like. The key, she stressed, was clarity in terms of expectations, and team commitment.

January 15, 2009 Accountability from the Perspective of the Comptroller General
Comptroller General Rod Monette presented his views of the cycles in accoutability and the role of financial managers in ensuring appropriate and intelligent financial control, especially in those times when systems cannot be let to run themselves on autopilot.

Changing Canadian GAAP - International Financial Reporting Standards (IFRS)
Ian Hague, Principal, AcSB & Chair of the AcSB IFRS Advisory Committee presented timelines, application, and areas of most significant change, with the adoption of IFRS for publicly accountable business enterprises, government business entrerprises, and government business type organizations.

David Amirault, Senior Representative with the Bank of Canada, provided an analysis of current monetary policy and the implications for Atlantic Canada.

Roy Spence, Director - Borrowing Program and Debt Management, NS Dept of Finance addressed the implications of interest rates on the Provincial Debt portfolio.

Confronting Fraud
The Halifax Chapter of the Financial Management Institute held the first Professional Development Workshop of 2007-2008 on this popular topic. This session was presented at all four Atlantic Chapters during September and October and was sponsored by BMO Financial Group. There were four presenters during this full day session. Gary Moulton, CA-IFA, Partner, Forensic and Dispute Services, Deloitte & Touche, Toronto presented on “Confronting Fraud and Unethical Behaviour in Government.Monique LeBlanc, FICA from the Bank of Canada presented on “Counterfeit Bank Notes.” Maureen Woodrow, MBA from TD Commercial Banking presented on “Cheque Fraud” and Inspector Eric Mattson from the RCMP Commercial Crime Unit presented on “Corruption and Fraud Against the Government.” The session was well attended with 41 people present.
