Financial Management Transformation Initiative
This topic addresses the necessary changes required for improving financial management. The
Financial System Authority (FSA), in cooperation with over 50
departments and agencies, is leading a financial management
transformation within the Government of Canada.
This initiative was created to
develop common financial information, data, business processes, and
financial management systems across the federal government. Well over
300 people involved in federal financial management are contributing to
this transformation, and presenters will explain some key initiatives,
including:
- Common Financial Management Business Process Initiative (FM-BP) - focusing on improving daily financial management processes;
- Common Enterprise Data Initiative (CEDI) – addressing the lack of common financial information across departments;
- Common
Financial Management System Configuration Initiative (FM-SC) – pursuing
common system configurations (setting the options) for all departmental
financial management and material systems;
- Financial
Interoperability and Stewardship Initiative (FISI) – funds government
departments’ moves to greater interoperability and integration of
financial information, processes, and systems.

Doug Lloyd is presently the Financial System Authority in the Office of the Comptroller General at TBS. He obtained his Masters of Business Administration from The University of Ottawa, and is a Project Management Professional (PMP), a Certified Management Consultant (CMC), and a Certified Management Accountant (CMA). He has extensive experience as the CEO of a niche market management consulting firm in Canada, and has worked for the past 5 years as an executive in the government of Canada. Mr. Lloyd is a former trustee of the 2nd largest school board in Ontario, and is also the former President and CEO of the student transportation crown authority in Ottawa, responsible for over 100,000 student movements per day. He is presently pursuing a PhD. |

As Senior Policy Analyst for the Financial System Authority, Marcel has been supporting the Financial Management Transformation effort led by the Office of the Comptroller General by delivering on the Policy and the Directive on the Stewardship of Financial Management Systems. This was the primary area of effort and focus included extensive stakeholder consultation. Since the policy instruments were promulgated, several communications initiatives have been launched to ensure the transformation efforts are relevant and meet the current needs of the financial management community vis-à-vis financial management systems. Collaboration and sharing best practices with other jurisdictions (including the US CFO community) has contribute to confirm that current efforts and initiatives are foundational as the Government of Canada evolves and improves the quality of financial information for decision-making.
Prior to completing a certificate of Management from McGill University in 1989 and a bachelor of commerce degree from McGill University in 1991, he worked as a commercial diver and underwater inspector and photographer in the offshore oil industry in the North Sea and Middle-East, with additional qualifications for industrial pipefitting and gas fitting.
Since 2003, Marcel has actively been involved as a volunteer with the Financial Management Institute starting as PD Week volunteer, Chair of PD Week 2006, Special Director of Partnerships, and is currently the Director Affiliations - Affiliations and New Partners. |
