Successful Career Planning for Public Sector Financial Managers

Mr. Claude Caron has been an accomplished and influential member of the Government’s Financial Community with over 10 years of experience as Chief Financial Officer (CFO) and Director General of Finance (DCFO), as well as extensive experience as an executive in the Program Sector of the Treasury Board Secretariat. Mr. Caron co-chaired in 2007-08 with the Comptroller General the Comptroller General’s Discussion Group that represented the community of ADMs of Finance and was a founding member and former Chair of the DCFO Council.
Mr. Caron retired from the federal public service in Ottawa in August 2008 at the Assistant Deputy Minister level and is currently an active, independent consultant providing strategic services to federal departments.
During his 33 year career, Mr. Caron has held executive positions in the Federal Government in finance, policy analysis, governance, program design and review and common services, and has extensive experience in all aspects of Finance, including with the implementation of the CFO model in departments and agencies. He led the Finance organizations at Canadian Heritage, at the Department of Foreign Affairs and International Trade, at the RCMP and at the Canadian Nuclear Safety Commission.
He also has extensive experience with other Corporate Management functions at the Director General level and above, including HR, IM, IT, Corporate Planning, Contracting, Procurement, Materiel Management, Real Property and Security. Mr. Caron has led several rounds of expenditure/program reviews.
His wealth of experience enables him to bring, to all levels of management, practical advice and a common sense approach to dealing with the full range of management issues: from organizational transformation, to leading major change management and communications initiatives, to mentoring new or aspiring managers on the “how to” of management, to tackling the most complex financial issues, to providing strategic advice and guidance to an organization’s senior management team.
As a management consultant, he has been mandated to deliver significant change initiatives and projects at PWGSC, Communications Security Establishment Canada, DFAIT, Elections Canada, RCMP, HRSDC, the House of Commons and the Public Health Agency of Canada. These included strategic assessments and recommendations on the implementation of the CFO model in three federal public sector organizations.
Mr. Caron is a Certified Management Accountant (CMA).
Eddie Vlasblom joined the Office of the
Comptroller General in 2008. He was seconded from Health
Canada where he held the position of executive director strategic
finance. His responsibilities at the OCG include the redesign
of the Management Accountability Framework, strategic and sector
planning and coordinating, administrative, budget and HR.
Prior to joining the public service, he held various senior roles
including Vice President of Finance and Chief Financial Officer in the
emerging internet business. He is also the senior Director
responsible for strengthening the financial management community
through a range of initiatives.
Mr. Vlasblom is a Chartered Accountant and has over 20 years of experience in accounting and financial management in both the public and private sectors.
He has worked with all levels of government in Canada and in the financial arena with the private sector.
Maria Barnes currently is a Visiting Executive at the Association of Professional Executives of the Public Service of Canada (APEX). She arrived at APEX from the Communications Security Establishment of Canada (CSEC) where she was hired as the Director, Strategic Planning & Modern Management to lead a team that falls under Finance’s portfolio. She later was asked to act for a year as the Director General of Finance and be responsible for the organization’s resource management; financial systems; accounting operations; financial policies and compliance; planning and external reporting; and contracting and procurement.
Ms. Barnes started her career in the federal public service as a Review Officer for Agriculture and Agri-Food Canada (AAFC) in 1998. While at AAFC she developed a new strategic direction for the department; carried out policy and risk analyses; managed the department’s Performance Measurement team; and successfully competed to be a participant in the government-wide Career Assignment Program (CAP).
Her first CAP assignment in 2002 was managing the Fonctionnaires sans frontières initiative to promote the next generation of leaders in the Government of Canada. In 2004, she moved to Halifax so she could become the Director of Operations with the First Nations and Inuit Health Branch of Health Canada’s Atlantic region. One of her roles there was to manage an $89M annual budget. Ms. Barnes then returned to the NCR and joined the Public Service Commission’s Audit, Evaluation, and Studies Branch as the Director of Strategic Planning, and later occupied the position of Director, Appointment Information and Analysis.
With a strong background in results-based management, Ms. Barnes has carried out a number of social scientific and evaluation projects, the results of which have been presented at international and national conferences and published in peer-reviewed journals such as the Canadian Journal of Program Evaluation.
Originally from Winnipeg, Ms. Barnes entered the full-time workforce by accepting a job in the private sector. A position in the not-for-profit sector then led to work with the provincial government of Manitoba. Prior to joining the Government of Canada, she also was a consultant to a variety of clients including the province of British Columbia. In 2002 she received an Interdisciplinary Ph.D. from the University of Victoria and has taught at three Canadian universities.
Together with her husband she is the proud parent of two boys (ages 7½ and 5).
