The Honourable Frank Corbett, Chair of Nova Scotia's Treasury Board, will speak about the province's fiscal challenge and the government's plan to get back to balance.  Following his remarks, Elizabeth Cody, Associate Deputy Minister of the Treasury Board, will speak to specific initiatives.

Frank Corbett is the Deputy Premier of Nova Scotia, Deputy President of the Executive Council, Chair of Treasury Board, Minister of the Public Service Commission, Minister of Communications Nova Scotia, Minister of Information Management and MLA for Cape Breton Centre.

He was first elected to the Legislative Assembly in 1998 and re elected in 1999, 2003, 2006 and 2009.

He was a news cameraman for ATV for many years and was former president of Communications, Energy and Paperworkers Union Local.

He and his wife, Joan, have two children - Steven and Erin.

Elizabeth Cody currently holds the position of Associate Deputy Minister of Treasury Board for the Province of Nova Scotia.  In her role, she is responsibilities for leading the Expenditure Management Initiative of Government,  as well as providing oversight and support to the policy and financial analysis required by Treasury Board in its responsibilities for financial management of government expenditures.  In close co-operation with the Department of Finance,  Treasury Board Office directs the planning and review of the budget process, preparation of budget documents and the departmental business plans and accountability processes.  Prior to joining Treasury Board in November 2009, Ms. Cody held the position of Assistant Deputy Minister of the Department of Finance since May 2003.  In that capacity, she was responsible for overseeing the research and development of fiscal, taxation and economic policy for the Province of Nova Scotia, leading negotiations on behalf of the province in respect of major Federal-Provincial Fiscal and Taxation Arrangements and the preparation of the province's economic and revenue forecast.  As Assistant Deputy Minister, she also was responsible for the Liability Management and Treasury Services Division.

Liz started with the Department of Finance in 1980 as an Economist in the Federal Provincial Taxation and Fiscal Policy Division and then assumed the role of  Director of that same Division for six years.  In April 1996 she was appointed to the position of Executive Director, Fiscal and Economic Policy Branch which she held until 2003.

She holds a Masters in Public Administration (Dalhousie University, Halifax, Nova Scotia) and a Bachelor of Business Administration (Mount Saint Vincent University, Halifax, Nova Scotia).

Liz and husband, Paul, have three children and live in Dartmouth, Nova Scotia.

Rear-Admiral Paul Maddison will speak to the financial managers on Canada's Navy -- their Navy -- and of its purpose, people and platforms.

Vice Admiral Dean McFadden will look back to tell a story of one hundred years of accomplishments at sea in peace and war that helped Canada to secure its place in the world -- a story that all Canadians can be proud of.  He will look forward to provide them his understanding of this 21st and increasingly maritime century, and how their navy will continue in the coming decades to contribute indispensably to the nation's prosperity, security and national interests


RAdm Maddison enrolled in 1975, graduated from Collège Militaire Royal de St-Jean in 1980, and proceeded to sea. His extensive sea-time has been equally divided between Canada’s Atlantic and Pacific fleets. He earned his bridge watch-keeping certificate on the west coast in HMCS TERRA NOVA (1982) and specialized in above-water warfare before broadening his experience as Combat Officer onboard HMCS SKEENA in Halifax (1988). Subsequent sea-going appointments included Staff Anti-Submarine Warfare Officer to NATO’s Commander Standing Naval Forces Atlantic (1990), Staff Weapons Officer to Commander Canadian Task Group 302.3 deployed to the Persian Gulf in 1991, Combat Officer Sea Training Atlantic (1992), Executive Officer HMCS WINNIPEG (1994), and Executive Officer Sea Training Pacific (1996).

RAdm Maddison’s sea-going commands include the Pacific Fleet’s HMCS CALGARY 1997-1999, and the Atlantic Fleet’s HMCS IROQUOIS 2002-2004. His time in IROQUOIS was marked by a deployment in 2003 as flagship to Commander Task Force 151, charged with prosecuting the international campaign against terrorism in the Arabian Sea and Persian Gulf. In 2006, he led the experimental Standing Contingency Force to sea, and conducted a joint and integrated tactical effects exercise aimed at exploring potential new littoral maneuver capabilities for the Canadian Forces.

RAdm Maddison’s appointments ashore include Aide-de-camp to the Governor General (1985), command of a joint and combined Space Control Center crew in Colorado Springs USA (2000), Director General Maritime Force Development (2005), and Assistant Chief Military Personnel (2007).

A graduate of the Canadian Forces Command and Staff Course (1993), and the Advanced Military Studies Course (2004), RAdm Maddison was appointed Commander Joint Task Force Atlantic and Commander Maritime Forces Atlantic in May 2008.
