High Performing Organizations: Sustainability Reporting - The Triple Bottom Line In this presentation, you will hear how BC Hydro is embedding sustainability in its operations. You will:
One of the tools BC Hydro considers central to sustainability implementation is Structured Decision-Making (SDM). Public sector, private sector and non-governmental organizations are increasingly adopting sustainability or triple bottom line (TBL) policies, and working to embed them into everything they do, including organizational decision-making. However, there is often a big gap between an organization's sustainability commitments and how it makes decisions on a day-to-day basis. In the mid-1990s, BC Hydro adopted a more structured approach to decision-making. SDM helps ensure that multiple (and sometimes competing) objectives are incorporated into the decision-making process. BC Hydro's two sustainability-related measurement and reporting activities are our Environmental Impact Goal (EIG) progress reporting and our participation in the Global Reporting Initiative (GRI). In 2004 BCHydro established an Environmental Impact Goal of “No net incremental environmental impact by 2024”. Custom metrics have been developed to measure progress toward this goal that focus on impact – not just environmental withdrawals/releases – in four categories: air, land, water, and climate. BC Hydro has been recognized in various national and international sustainability benchmark studies as a leader in sustainability reporting. BC Hydro's first TBL report was released in 1999, with its first integrated annual report published in 2005. The Annual Report is supplemented by the BC Hydro/GRI Comparative Index, which compares specific BC Hydro metrics/indicators to the suite of GRI indicators. About Lynda: Lynda King, Senior Business Strategy Advisor at BC Hydro, is actively involved in strategic planning and reporting and is currently working on BC Hydro's Structured Triple Bottom Line Decision-Making Program. She was responsible for developing Metro Vancouver's first, and two subsequent, Sustainability Reports. Passionate about performance management, in the past she has been involved with the Federation of Canadian Municipalities and the Cascadia Progress and Performance Network to further the sustainability reporting agenda. Lynda holds an Executive MBA from Athabasca University, an MA from York University (Geography), and a BA from the University of British Columbia (History/Geography). About Shira: Shira Mulloy is a Sustainability Specialist in BC Hydro's Environment and Sustainability group, where she is involved in sustainability strategy, SH&E management systems development and implementation, and implementation of BC Hydro's Environmental Impact Goal. Prior to joining BC Hydro, Shira worked in the oil and gas industry for 12 years, where she focused on environmental impact assessments, land and resource planning initiatives, and implementation of Canadian Association of Petroleum Producers' (CAPP) Stewardship Initiative. As the Manager, Stewardship at CAPP Shira implemented mandatory performance reporting, and articulated minimum management system expectations for CAPP's members. Shira holds a BSc in Environmental Science (Biology) from Queen's University in Kingston. |

Financial System Authority An overview of the function of the government of Canada's Financial System Authority, and a review of the vision fortransformation being presently undertaken. Doug Lloyd will provide a review of the initiatives underway, including financial management business process, common enterprise data and common configuration initiatives. About Doug: Doug Lloyd is the financial system authority for the government of Canada. He is responsible for developing and setting financial business processes for the government, as well as establishing policies on the stewardship of financial management systems (both automated and manual). His team is also responsible for a community building and capacity development regime for finance personnel in the government, as well as operating a centre of expertise for aspects of finance. Prior to this, Doug was on exchange from the private sector and was responsible for managing and troubleshooting major crown projects for Treasury Board Secretariat, Public Works and Government Services Canada and Human Resources Development Canada. He won two distinction awards from the industry for project management at this time. From 1983, when he left the military, until 2005, Doug was the President and CEO of a private sector niche management consulting company offering strategic advice, major crown project management, and international consulting. The company enjoyed steady year-over-year growth in revenues, profits and employees. Doug is also the trustee for the Bay Ward in Ottawa Carleton representing his constituents on the Ottawa-Carleton District School Board (7,000 employees and $¾ Billion dollar budget), where he is the chair of the HR Committee, and Audit Committee. He is also the President and Chair of the Ottawa Student Transportation Authority, the provincial Crown Corporation responsible for all yellow school buses in Ottawa-Carleton. Doug has an MBA from the University of Ottawa with a concentration in Finance and Accounting, and is CMC and PMP certified. He is in process of completing a CMA, prior to finishing his PhD in Public Administration specializing in building high performing teams using intergenerational techniques. A subject he lectures on frequently to universities, colleges and professional associations. |

The Changing Face of Internal Audit About Brian: Mr. Brian Aiken began his career with the Government of Canada as a FORD trainee in the Office of the Comptroller General. In 1980, he moved to the private sector where he worked in the field of financial business systems analysis. From 1986 until 2001, he held a variety of management positions at the Bank of Canada, with oversight for financial systems, strategic planning, corporate security and internal audit. He then joined the Royal Canadian Mounted Police as a Chief Audit Executive, with responsibility for internal audit, program evaluation and quality assurance and management review. Mr. Aiken was appointed Assistant Comptroller General, Internal Audit, at the Treasury Board Secretariat of Canada in 2008. Mr. Aiken holds a Bachelor's degree in business administration from the University of Ottawa and is a Certified Internal Auditor and Certified Fraud Examiner. He also serves on several committees of The Institute of Internal Auditors. |

Previous to that her work was in the private sector also in the Pacific Rim region. Born and raised on Vancouver Island, Louanne recently completed an assignment as the site Manager for Fort Langley National Historic Site. It was very apparent that her decision to live and work in Ucluelet suits her as the commute from Coquitlam to Fort Langley every morning and back has curbed her interest in moving further a field for some time. About Chuck: Chuck Campbell is a well-known lecturer in accounting and auditing. He qualified as a Chartered Accountant and Certified Management Accountant in the early 1970s and has more than thirty years experience in practical accounting and auditing in Canada, Kenya and the United States. Since 2003 he has been teaching full-time, primarily in UBC's Sauder School of Business where he teaches advanced financial accounting to undergraduate students and those in the Diploma in Accounting program. Creating a Vision for Success About Matthew: A Canadian Paralympics alpine skiing champion, Matthew Hallat, was born in Vancouver, British Columbia. At the early age of 5, Matthew lost his right leg to cancer. Despite this set back, Matthew continued to pursue his passion for skiing and by the age of 12, he was racing competitively. In 2003, Matthew placed first in the Canadian Disabled Alpine Ski Championships and is currently a five-time Canadian National Slalom Champion. He has also competed in two Paralympics Winter Games: Torino 2006 and Vancouver 2010. During the 2009 World Cup Finals, he placed 7th, achieving a personal best. Matthew currently resides in Squamish and attends Simon Fraser University, where he is a student. During his free time, Matthew enjoys speaking to youth about his journey to the Paralympics Winter Games. |

According to Dave Eaves, they each offer a window into the way public service and policy development will be organized and delivered in the future: more participatory, adaptive and useful to an increasingly tech savvy public. We think he is on to something and think you will too. About David: David Eaves is an involved member in the political and academic community, promoting his ideas on open source methodologies and implementing them into organizational processes. A prolific writer, David makes regular contributions focusing on topics such as politics, foreign policy, public service sector renewal, as well as open source and network systems. He maintains a blog, publishes regularly in various forums, including the Globe and Mail website, and has a chapter in the recently published O'Reilly media book on Open Government. David is a dedicated advocate of open source and open data methodologies, especially in the areas of government and politics. He often speaks and writes to the public about the advantages of open data and its contributions to a more effective and efficient government. As a negotiation consultant, David assists organizations in critical decision-making situations, integrating the open source strategies into their processes. About Dimitri: Dimitri De Morea is a Philosopher, counselor and teacher. Through his extensive travels around the world, Dimitri brings a wealth of knowledge and experience to his work. In particular, Dimitri writes, lectures, and leads workshops on the many dimensions of living well through body, mind, and spirit. Dimitri has a background psychology, having graduated from the California Institute of Integral Studies with a Masters in Counseling Psychology. He also holds a bachelors degree in History and Economics from the University of California at Berkeley. He is currently a member of the Canadian Counselling and Psychotherapy Association; a regular lecturer at the Canadian Mental Health Association; and a licensed clinical counselor. In addition to his psychology experience, he trained for 12 years in the Buddhist tradition involving extensive philosophical studies, weekly counseling, group work, and meditation. He has also traveled and lived in several countries around the world including France, Italy and the United States. Other work experience includes his time at UC Berkeley, where he was a policy analyst; a researcher at the United Nations; a manager in the multimedia industry; a social entrepreneur in San Francisco. Competency Based Professional Development Competencies, we all hear about them, but has anything been done with competencies in the real world. The Office of the Comptroller General (OCG) of Canada has developed a professional development apprenticeship program based entirely on competencies. After receiving approval as a non-traditional training office for Chartered Accountant students, the OCG used competencies for all aspects of the program, from recruitment to promotion. Using lessons learned from this program, the OCG will be introducing more competency based learning opportunities within their ranks, particularly for CGA and CMA students to facilitate their learning process. About Sylvie: Sylvie is a CGA with over 20 years of experience within the Federal Government. As a senior policy analyst within the Office of the Comptroller General of Canada, Sylvie managed the FORD/IARD program and during the last two years has been responsible for the design, implementation and delivery of the CA Student Training Program as well as participated in the design and implementation of the FI Core Curriculum. Sylvie has worked in the area of community development for the past nine years. Prior to her work with the OCG, Sylvie was responsible for the Community Development Office within Agriculture and Agri-Food Canada (AAFC) and was responsible for all aspects relating to the recruitment and development of the FI community, particularly within the Finance Team as well as coordinating and managing the FORD/IARD program within the department. Sylvie has also had the opportunity to work in various areas of financial management, including financial planning and resource management, financial policy and accounting operations. |

About Gail: Gail Stephens accepted the role of City Manager for the City of Victoria in July 2009. As City Manager she is responsible for all city operations including Fire, Engineering, Parks, Planning, Corporate Services, and Sustainability. She was previously the Vice-President of Finance and Services at the University of Calgary overseeing the finance, human resource, information technology and health, safety and security of university operations. Prior to this, she was Chief Executive Officer for the BC Pension Corporation, one of Canada's largest pension administrators. In 2004, the Pension Corporation won the Premier's Award for Excellence recognizing the demonstrable shift to a client focussed culture. Prior to accepting the position of CEO in 2003, Ms. Stephens was the first Chief Administrative Officer for the City of Winnipeg (1998-2003), replacing a Board of Commissioners. As CAO she helped lead a diverse team of departments including Police, Fire/Paramedics, Transit, Community Services, Water and Waste, and Public Works to become one of the most cost effective city governments in Canada with a citizen satisfaction rating of over 92%. She was the City Auditor for Winnipeg before becoming CAO and has worked in both the private and public sector as Chief Financial Officer. Ms. Stephens received the Manitoba Gold Medal for the highest level of excellence in the CGA Program and graduated on the Dean's Honour List from the Faculty of Education, University of Manitoba. Most recently she was named as one of the 100 Most Powerful Women in Canada and won the 2006 Peak Performance and Excellence Award. She was named one of Canada's top 100 CGAs. |
