OPENING KEYNOTE PRESENTATION

RESTORING FISCAL CONFIDENCE AND ACCOUNTABILITY

with THE HON. CATHY BENNETT, Minister of Finance, Status of Women, Human Resource Secretariat & President of Treasury Board for the Province of NL

The first budget of the new Provincial Government of NL, delivered April 14, 2016, laid out a fiscal plan that allows Newfoundland and Labrador to regain control of government finances. It is a credible plan, with clear objectives, transparent goals, and targets to which government will hold itself accountable.

The Honourable Cathy Bennett, Minister of Finance and President of Treasury Board, will outline the difficult but necessary decisions that had to be made that will build fiscal confidence and accountability. This Government will do what Newfoundlanders and Labradorians are expecting:  eliminate government waste; stop excess spending; be more efficient; and, treat public money responsibly.

CHANGE - A FINANCIAL OFFICER'S PERSPECTIVE

with KEVIN PAGE, Jean-Luc Pepin Research Chair on Canadian Government at the University of Ottawa, and the first Parliamentary Budget Officer (PBO)

Change is what got us here and change is what will keep us moving forward. Change is constant in one's personal and professional life whether it is changing one's opinion or changing one's job and/or its responsibilities, inevitably changing one's course. Nothing could be more true than from the perspective of a financial officer.

Kevin Page will address questions on the winds of change that Canada will face in the coming years.  What will the results of the 2015 Election and the commitment to electoral reform mean for the style and content of political discourse and direction? What will the return of deficit financing and the political willingness to address longer term policy issues mean for the role of public finance officials? How do we capitalize on the prospects for change so that we can strengthen public finance and the public service?

THE CHANGING WORLD OF HEALTH AND WELLNESS

with JENNIFER HEIL, Motivational Speaker & Olympic Champion Freestyle Skier

Canadians that live healthier lives as children and young adults will be more productive workers and less of a burden on the health care system as they age. As our kids are less active than previous generations, they don't naturally learn basic movement skills that give them the ability and confidence to become and remain physically active. Physical inactivity combined with the fact that sitting has become the new smoking has created a new set of challenges for workers and employers.

Olympic Gold Medallist, Jennifer Heil has worked to change the way Canadian Olympians are supported and funded through B2ten, a Registered Canadian Amateur Athletic Association. Now she has focused her attention on unique innovative programs to improve the wellness of children and employees.

WOMEN IN LEADERSHIP

with KAREN OLDFIELD, President and CEO of the Halifax Port Authority

While there has been a significant improvement in the number of women in public sector leadership in Canada over the last several years, there is further opportunity to improve the way we sponsor and support women. There continues to be an unconscious bias amongst leaders that can get in the way of career development, as well as a lack of understanding by women of the limitations they create for themselves. As President and CEO of the Halifax Port Authority and Chair of the International Women's Forum in Canada, Karen Oldfield is a passionate advocate of women in leadership and sitting on Boards and will speak to her experience and approach.
