FMI Manitoba Presents:
Government is constrained in their capacity to react
to unpredictable events.
Since the 1980s, government is increasingly exposed to a variety
of exogenous forces (global economy, climate change, changes in
political currents, demographic changes), that make it increasingly
difficult to plan in the long term.

government, and how uncertainty planning can help.
Dr. Aaron Moore - Associate
Dr. Moore (BA Hons, University of Toronto, 2004; MA, University
of Western Ontario, 2005; PhD, University of Western Ontario, 2009)
is an expert on urban politics and public policy. His interests
include: the politics and governance of urban development and
planning, municipal governance and finance, the governance and
finance of infrastructure, municipal elections, and urban public
administration. He is currently a fellow at the Institute on
Municipal Finance and Governance at the Munk School of Global
Affairs, University of Toronto and an Adjunct Professor in the
Department of City Planning, University of Manitoba.
Tyler Markowsky - Economist
Tyler Markowsky (BA, University of Manitoba, 2008), is
an Economist who works for the City of Winnipeg. He
has experience in forecasting, economic impact analysis,
financial analysis and policy analysis. Prior to the
City of Winnipeg, he was Senior Economist for Manitoba Hydro, and
earlier in his career he conducted simulated cyber security attacks
for a variety of public and private institutions. He is
working toward his M.Sc in Finance, Economic Policy from the
